Solid Edge (Siemens) is best known for synchronous technology: alongside the usual parametric, history-based modelling, it lets you grab a face or an edge on a finished part and just move it, no feature tree required. That matters most when a model imported from elsewhere needs changing without rebuilding its history from scratch — and it makes Solid Edge one of the stronger sheet-metal design tools on this list.

Siemens offers more free entry points than most vendors here: a Community Edition aimed squarely at hobbyists and makers, a Student Edition, a standalone free 2D drafting tool, and a 30-day trial of the full package — worth knowing about if budget is tight but the synchronous-modelling workflow specifically is what you want.

Choose Solid Edge if you want a parametric tool but expect to spend a lot of time editing imported or existing geometry rather than modelling from a blank sketch.
